What is a “low-quality community”,.something arbitrarily decided by the instance admin?

I like the idea for “managing conflict”, but to me it seems that the other measures are more of “fight fire with fire” type of thing. Things don’t have to be so polarizing and polarized.

Would this work like a custom ROM or like a linux distro?

I did read the post. Seems like this is focused on pleasing their enterprise customers. I honestly don’t see how they could force self-hosters to use it.
