Meh. Seems like it’s working fine. What needs to evolve is the court system. We have a judiciary that barely understands the basics of the internet, trying to decide cases involving technology thirty years outside its expertise. The problem isn’t the licensing; it’s these judges that refuse to either learn or move aside.
