I fail to see the connection between your comment and the article. Might be just me, but could you extrapolate?
I’m assuming he’s referring to the fact that Japan never apologized for, or in some cases even acknowledged, the atrocities committed during their colonization of Asia (Korean Comfort Women, the Rape of Nanking, Unit 731, etc.).
