So, I have a save file on a 3ds, its my now nodded 3ds
Can I make a backup of the save file to other devices and maybe decrypt it for possible use elsewhere?

You can use Checkpoint and JKSM to backup them to SD. You can import them then to Citra or modify them in save editors on PC.
