It means what you’re building fires a projectile. The instructions are warning you not to shoot your eye out.
That’s what I figured out once I finished the set, at this point in the build you are not instructed to use the picture cards, but if you did, you could totally shoot them out if the “mouth” of the enclosure isn’t latched.
Do not assemble this step with one eye closed.
