I’m asking if NATO is following through with their stated goals. The creation and purpose of NATO indicates that NATO should be responding to acts of war and aggression with swift response.

Yes there’s time to follow through on agreements (hello US with Ukraine) and in theory NATO should do something, but doing something means opening up the possibility of war.
