No, instead they’ve just always focused on the minor systemic injustices. Look at the racial profiling of the cops in GTA V, or some of the talk radio stations, or the “citizens patrol” side quest. They do indirect commentaries by throwing it in the world building, instead of in your face. I fully expect an ICE type group or side quest in this one.
