Whereas:
Serious animal cruelty, sexual abuse of animals, torture and intentional killing cause immense suffering
Existing protections and consequences may not adequately prevent repeat offences or protect animals from convicted offenders
Stronger accountability, enforcement and prevention measures are needed across Canada.
