Well that’s going to be imposible to enforce. Anyone can just vpn to a different region and still get whatever browser they want. They would definitely have to block vpns as well to actually pull this off and that definitely isn’t happening.

This is no different from the encryption ban the US has tried a few times. It’s something being pushed by a few ludites but it won’t go through. The people are against it and more importantly large corporations are against it because it will negatively impact their control over their own networks.
