I’m looking for an option that would allow me to sync locally so I could then sync my list between my phone and computer via Syncthing.

Wallabag looks interesting but it requires a server, whether self hosted or not, that’s not what I am looking for.

    (Wallabag has apps, browser plugins, terminal clients, RSS, etc. Wallabag.it has a 14-day trial and doesn’t cost that much.)

    Just save the URL: using something like Markor on Android you can save a Quicknote and sync it using Syncthing. Doesn’t save the article, but at least you have the URL on both devices. I did this for months before deciding to use Wallabag.
