“Uses” is a little nebulous here. You can open/paste/embed most common types of image into Inkscape, and you can open/paste SVGs in GIMP. It actually is really fucking easy to do the drawing part in Inkscape and then pop the result back into GIMP.
Probably because it’s really easy to use Inkscape instead.
