In China, they can have a 6 lane median divided highway, a median divided lane for electrics, kei cars, motorcycles, etc, a median divided lane for bicycles, and 15 feet of sidewalk, and the cars still drive and park on the sidewalk.
It’s all about whether the state is willing to enforce the rules. Most drivers will think twice about it if there’s a nonzero risk of getting a fine worth 2 weeks of their income.
I think its better to mold human behavior via urban design, draconian fines will just make it harder for the government to get anything positive done by making people who got pushed further into economic precarity while they weren’t harming anyone oppose it.
Tons of people end up in situations where 2 weeks income means choosing between food and homelessness.
Bollards preventing cars from going on sidewalks, the removal of street parking, and creation of parking garages/fields integrated into the public transit network (or just a shitton of bicycle/scooter shares) is a better solution.
