I’ve tested this from a PC, an iPad, over my IP over a VPN and had a friend in France try signing up too. Thought I’d let you guys know that the signup process just sits at the stage where the icon on the “Sign Up” button just spins indefinitely.
Browsers used: Vivaldi, librewolf, Chrome and Safari.
Update: Still spinning - no sign ups working for 24 hours for myself and a few others at least.

I think it’s just overloaded. i had trouble signing up at beehaw the same way and then could sign up to lemmy.ml the next day in a second.
Might also be the password. The length is capped at 60 characters and (at least in the past) a longer password resulted in endless spinning.
