If the rest of the plant has issue, it might be alternaria canker: https://plantpath.ifas.ufl.edu/u-scout/tomato/alternaria-stem-canker.html I am not an expert. I’m surely missing other possibilities. I expect it will look good on the inside, and if so, I would eat it, but I am not known for my food safety in matters like this.
