this reminds me of a new theory for stopping cheaters in video games: the cheaters are always the one making a move and the game companies are reactive. by flipping it and going on the attack instead, you gain so much because you’re forcing the adversary into the position of being reactive while you get to be the one making the first move
if countries didn’t want ukraine to have cluster munitions, maybe they should’ve sent more support to help them liberate their country and actually get peace
